Step 2: Organization Overview
Once you have selected your organization, introduce it and apply #SystemAnalysis to describe the organization and its operations clearly. Complex systems can be deconstructed in a variety of ways that define both the scope of the system as well as the relevant attributes of its components (in social systems, most commonly, people). Thus, the key part of deconstructing a system is conceptualizing its constituent parts in several ways in order to choose or synthesize the ‘mapping’ of the system that is most appropriate for addressing the explanatory challenge. To understand and explain the characteristics and behavior of complex systems, one may conduct this research on different scales, or levels of analysis. Of particular interest are social systems, which can roughly be divided into an individual, or micro level, a group, or meso level, and a system, or macro level. For many of the questions we’re interested in, an explanation that is situated on one level of analysis may be insufficient on its own to address the explanatory challenge, and a multilevel analysis is necessary.

You work at a hospital that’s trying to reduce spending. Your manager asks you to make a diagram showing the structure of the organization to identify inefficiencies. You are contemplating how to create this diagram. You first choose to represent the organization by separating it into different departments because the employees within each work together closely, and therefore are expected to share some norms and views about the organizations. While this decomposition reveals the dynamics of interactions between large groups such as the lack of communication between the medical staff in different departments or between the medical and cleaning staff, there are no obvious inefficiencies. You then decide to deconstruct the system by focusing on the roles of individuals and find that each department has its own educational campaigning function and that there is little communication between those working on educational campaigns in different departments. It turns out that there is a large amount of money being spent on educational campaigns overall. This was not obvious when the system was deconstructed by department because education campaigns are funded by each department separately, at relatively low cost. Many decisions involve ethical considerations, even if those aren’t apparent at first glance. To act ethically, we must first recognize the ethical dimensions of our actions, and that, in turn, may involve identifying relevant ethical values or theories and explaining how they apply to the situation at hand. Ethical values define core commitments that form the foundation of an ethical outlook, which ascribe value to ideas like equality, freedom, life, security, happiness, privacy, and so forth. A commitment to ethical values gives rise to ethical considerations that may include, for example, people’s rights, duties, welfare, intentions, or inclinations. Ethical theories account for hierarchies of values and ways to determine what we ought to do, given those values, also known as principles. Such theories include, for example, deontology, utilitarianism, virtue ethics, care ethics, Buddhist ethics, Confucianism, and so on. Ethical questions can be difficult to answer, and one may feel torn in the face of dilemmas that involve trade-offs of morally valuable outcomes, as the case when circumstances force us to choose between equality and freedom or privacy and security. To act ethically in the face of dilemmas, one must exercise ethical judgment by weighing the relevant ethical considerations in light of the situation, and arrive at a considered and justified position. A mass shooting has recently taken place and a suspect is in custody. He refuses to give his passwords for his laptop and cellphone, which authorities believe contains information relevant to this attack and other imminent ones. The suspect himself has shared videos where he threatens that other attacks are forthcoming. The government has asked the company that sells the phone and laptop to find a way to break into the phone, but the company is hesitant because it prides itself on prioritizing the security and privacy of its customers. As a concerned citizen, you think through the case. You recognize that an appropriate resolution to the case must address the individual rights to privacy of consumers of technology, as well as the rights for bodily integrity of the citizens who might be hurt by any future attacks. Considering the value of privacy against the importance of bodily harm, you consider that though privacy of information is incredibly important it cannot override the risk of bodily harm given that the evidence you’ve looked at suggests that the likelihood of specific and actionable information is high. However, as you consider the issue further you note that these individual rights are not considered in a vacuum but in the context of government action, which raises questions about the extent to which the government has a duty, or even the right, to pursue what it believes is in the community’s interests. You also realize that a part of the answer to that question lies in the legitimacy of the government, which depends on the quality of the democratic procedure that got it elected. In this case, you conclude that despite its flaws the political process that brought this government to power is sufficiently democratic so that this conflict of rights could rightly be adjudicated by the contest of views among and between the rightly elected officials and the relevant institutions. And yet… as you continue to consider the relevant fact you realize that a flaw in the position that you’ve just considered is that the government power to violate privacy does not just apply to citizens of that country that take part in the flawed but perhaps sufficient democratic process but to people all over the world, most of whom have no representation in the process and many of whom are likely to be discriminated against by the government’s action and have their rights violated without justified cause. You therefore conclude that even though in this particular case it the interest of bodily harm outweigh the right to privacy, giving this power to this particular government would set a precedent that risks the rights of many people – not just to privacy but also against discrimination, unjust detainment, bodily harm and many others. You therefore conclude that the company ought not acquiesce to the government’s demand.
